Default 1989 Accord DX Carb 2.0 Cooling fan not working

My 1989 Honda Accord DX 2.0 Carb main cooling fan is not working when vehicle is on and wants to overheat. Main fan is supposed to come on with the key off and cool down the motor. Not coming on.

I looked at the wiring diagram, changed the cooling fan relay. Changed out the cooling fan switch in the radiator.
Checked the wiring at the relay making sure I had 2 powers to the relay. Jumped the relay to both terminals; only 1 terminal turned on both fans. The other terminal did not.

The car does have a fan timer underneath the passenger seat. I've seen on another website someone suggesting to change that and haven't checked that yet.

Besides checking the fan timer is there any other suggestions to getting the fan working properly?

Do a simple test, put 12v to the motor and see if it runs.

Does the ac still work on this car?

.....ps, when the car is on and the temp gets to a "set point" BOTH fans should run.
