Default 1990 accord idle troubles

Hello, I’ve been dealing with rev surge idle problems all day and finally I think I got it to calm down but now it’s idling lower than what I believe normal is. I got the car yesterday so I don’t know what it’s normal behaviors are but it’s holding about 400 right now in park with the ac off. I’m used to 600-900 on every other car I’ve had so if anyone could let me know if I’m idling too low or not that would be great. I’ll attach a picture of my tach below and note that it held that exact rpm for 5 mins until I turned it off which is great cause it’s been surging all day.

Your idle in the picture is 700 and is normal.

The first line from zero on your gauge is 500 rpm as it is the same width as the 1500, 2500, etc. lines. Increments between each line are all 100 rpm. Not sure why Honda setup the 0-500 gap on the gauge, but I've seen others make similar mistakes when first reading the rpm.

Well I feel like an idiot, thank you so much I couldn’t find that info out anywhere in the manual or online.
