Default 1994 Accord 2.2 (high idle after 5 minutes of driving)

1994 Accord 2.2 Automatic 250,000Km's

I bought the car for my GF

After about 5-7 minutes of stop and go traffic I can get to a stop light and the car will idle at 900 in drive or 2000 in Neutral.
Car basically feels like its in cruise control and will stay at 50-60-70km/h by itself. Its starting to get annoying. Hard on brakes and fuel too.

Work performed right when I got the car and to solve the problem:

New:
Plugs & Wires
Air Filter
PCV Valve
Throttle Positioning Sensor
Temperature Sensor (side of head)

Used:
Cleaned existing IACV which did nothing and also installed a used one from wrecking yard.

Never checked the codes because never have gotten an engine light and the engine light does work fine upon start-up

Need some help guys car is pretty damn nice and is so tight except for this issue.

Have you tried adjusting the base idle?

There is info. in the "Common DIY and Info. Thread" sticky at the top of this forum section regarding this.

When you installed the new TPS, did you adjust the sensor so it read something like 0.45V when plugged in?

Is the throttle plate sticking at all?
