Default 1994 Timing Belt Cover Question

I'm having a good time putting my car back to together after my brother in law offered to do the timing belt...and here it is 2 weeks later with the car in pieces. Anyhow, I've gotten to the point of putting the lower timing belt cover on, and it doesn't seem to snug up to the engine very well. Is there supposed to be a rubber gasket or seal on the cover itself?

On the back side of the cover along the edges is where the seal goes and you have the same deal with the top half. There also is a round washer shaped seal that goes around the bolt that protrudes from the lower cover.

I've also seen some plastic covers that have warped with age & heat.

My 95 had wear from the crank pulley rubbing on it. It was oil soaked and deformed. On my the timing belt job getting the lower cover back on was the hardest part. Engine up or down in height didn't help getting around the frame rail.
