Default 1995 Honda Accord EX 2.2L V-Tec MT will not start

I have a 1995 Accord EX 2.2L V-Tec MT will not start util the check engine light goes out and the fuel pump comes on. Key in the on postion It takes 15 minutes most of the time. Shorted sevice port for Check engine light codes, Light stay on and dose not blink is this a 0 ? Looked on internet for list of codes the list said 0 and 11 was the ECU knot sure if this is right. I pulled backup radio and ECU fues to reset ECU did not help still had to whait for check engine light to go out. I Also have replaced the main relay. Do i need to replace the ECU ?

Did you short the service connector to check for codes? See the common diy thread on top of the gen tech help forum. There is a link in there on how to check engine codes.

The ECU turns off that check engine light, so replacing the ECU would be my next guess.
