Here are the results.
Grn/blk: no continuity to ground, however it has 12v when key is in II position
Wht/grn: no one to help me crank, no result.
Blk: ground all the time
Top: all wires had 12v with key in II position

Do you mean blue/red couldn't be tested, because you have no assistance?

Also 4-7 all had 12V?

There is no blu/red wire. For me it is wht/grn. I should mention that I have a manual transmission. So that wire would be coming from the clutch switch, rather than the neutral safety switch.
And, yes they all have 12v

Replied to an old related post when using my phone earlier...

This can be a broken grn/blk wire from the mrf to the ecu or a bad ecu. I'm hesitant to say bad ecu, so you don't waste money on a replacement.

That grn/blk wire is grounded at pin a7 by the ecu. Unplug the A connecter, turn the key to the ii position. Ground electrical connector pin A7 and see if the fuel pump turns on. Verify the wire color at A7 before grounding. You can also test for voltage on this wire. You can also test for voltage at pin B1 and A25 to see if the ecu is seeing that signal from the MFR.

EDIT: I always forget to ask, but does your car have a security system (usually aftermarket) installed?

Default Solved

I eventually figured that there must be an issue with the ecu, because the fuel pump would randomly kick on if you would leave the key on for a period of time. I replaced the ecu and it runs fine.
