1996 2.2 lx 5 speed please help!!!! Desperate
I'm not talking about the CYP (cylinder position sensor) in the distributor, I'm talking about the CKPS (crankshaft position sensor) that's behind the crank pulley. I'm pretty sure it's mounted to the oil pump housing.

I bought a brand new one before I had the new head put on and yes
I have a cel on and its a P1382 whjich means cylinder position sensor no signal. Is there a different kind of diagnostic that can be ran besides the obd2 port if so please tell me

The main relay might have been a distraction. If the fuel pump always primes properly, and your problem has already been narrowed down to spark (only #3 gets spark) then I don't think the main relay is involved here.
The "pulser" & "reluctor" are just the type of sensor that is the CKP, CYP, & TDC sensors. It's just a kind of miniature "metal-detector" with some metal tabs or teeth that pass close by to generate a signal.

Measure the TDC & CKP sensor resistance at the plug by the timing cover and again at the ECU connectors. This thread might be helpful:
