Default 1998 honda accord no spark

I have a 1998 honda accord with the f23a1 4 cyl. Recently is has been only starting sometimes. I dont have any spark now. It has new plugs and wires. Also the check engine light does not come on when we turn the key on. It seems that this issue was intermittant but now does not start at all. Any ideas? i looked at the troubleshooting ECU and im not sure. i was thinking something with that ignition module but dont want to just buy things just to try them.
thanks

If your check engine light does not turn on for ~2 seconds, then either the check engine bulb has burned out or there is something wrong with the ECU.

For starters, check for blown fuses in the engine bay fuse box and under the driver's dash.

This morning i checked all the fuses and also tested the check engine light and that works when i tested it. So is this a sign of a bad ECU? Is there any way to test anything in it?
thanks
