1999 Accord LX F23a1engine hard starting cold

Hi Roader. Actually, the plug looks normal. Doesn't look fouled at all. My son came home about an hour ago and told me car is acting up again. Said check engine light is on and flashing and car would not get out of its own way. I scanned car and this is what I came up with: PO303 # 3 cylinder misfire, then when checking enhanced codes scanner shows a list starting with code 71-01 Honda PERMANENT then underneath the code shows exactly as follows:
"1. MISFIRE No. 1 CYLINDER
2.SHIFT SOLENOID VALVE B MALFUNCTION".
When I go into temporary DTC's It shows "P1399 Honda Temporary Misfire in any cylinder".
When I checked on the meaning of code 71-01 it states "wrong tire size".
I did up the tires one size from 195-65-15's to 205-65-15's but that was a year ago and with out any problems since.
I had tranny rebuilt less than a year ago at a local tranny shop.
I am sure these are seperate problems but is it maybe possible that the entire ECM is bad causing all these symptoms and codes?
Please help!!!! I am stumped and at my wits end!
BTW: the code reader I used to retrieve codes is Innova 31703 CARSCAN+. I'm sure that does not matter but just trying to get all information in. I will go back and scan it with my old Harbor Freight scanner just to compare results in the morning.

Forgot to menion that while the #3 plug looked normal, the #4 plug was black and sooty.

Test the ECT....clean the egr port....both cost almost nothing. Next out on a limb, switch the plug wires from either #2 or #4 to #3....which ever will reach.
