Default 1999 Honda Accord LX overheating..

I have 1999 Honda Accord LX 4 cylinder that has about 170k miles on it.. I've recently notice the temp gauge in the cluster going up to Hot all the way up but it hasn't overheated. When I'm driving however its fine its just when i'm idle that it goes up.. Figured the wind when i'm driving is helping it cool off but when there's no wind coming through(idle) the temp of the engine goes up.. Anybody have an idea what I need to replace?? TIA..

When the engine is cold, remove the radiator cap and check that the radiator is filled to the top with coolant. If not, top it off.

Next, put radiator cap back on. Start the car and turn on the a/c. Do both fans on the radiator turn on?
