2003 Accord A/C Blower
I've read a lot of posts dealing with a/c blowers and accords. I have not found anything close to what I've seen. I've own 3 hondas over the years and I've replaced one in each car.
Now I've come accross something weird with the my current Accord.
The blower motor is not working. I have not pulled the motor out to bench it.

This is what I have found.
- All fuses appear to be good.
- There is a constant 14v going to the blower reguardless of blower control positon. ie... Blower swith to off:14v, blower switch to full on: 14v. so even if the motor was not blown, the motor would be on 24/7.
- While checking fuses I removed the fuse designated as "Seat Heater" to swap with the blower fuse. The car failed to turnover.

Yes your voltage readings are correct, the fan speed switch is the ground side of the circuit.
To test for worn out motor brushes, you can give it the 'caveman' test.
Turn the key on, fan on high. Smack the motor housing to see if the blower jogs on briefly.
Beyond that you'll need a schematic of the circuit.
