knowing the car has been rewired, and assuming correctly, albiet differently, and assuming that the starter is not drawing on the red/blue wire, and assuming that the red/blue wire is supposed to read a voltage of 12v, then im now wondering if that determines that the ignition switch may indeed be bad? does the ignition switch regulate or maybe better said transfer the voltage from the battery to the red/blue wire?

To eliminate the current draw from the starter, just put the car into D4 and put on the emergency brake. If you try to start the car, the starter should not work. If the starter doesn't work in D4, then repeat the tests you just mentioned.
Posting some pics from under the dash may provide be helpful, because I am completely lost on your next step.
From what I looked up, pulling the fuse won't prevent the starter from running. I don't have a great diagram on the 89 accord. I'm basically working off the same (or close) manual that you have.
Try a quick turn of the key to the start (III) position while in gear (Not P or N), and see if the the starter engages. Alternately, unplug the small connector to the starter motor.
ok so what does it mean when the voltage is still in the same 9-10 voltage range, a gap of approx. 2-3volts depending on the beginning battery voltage when the starter is disconnected?

in post number 8 the photo of the harness connector that connects to the reley, the blue red wire is two blue/red wires, not one. should the v at that connector on the outgoing to the relay side, be 12 v, or more than 12 or less than 12? why would someone have put two in a spot where there is only supposed to be one? why would this extra fuse have a black/white one going to from it? where do you think this black/white wire ultimately leads?

I don't have the power distribution for the 89, but the 90-93 and the 94-97 accords have the blu/red wire split to the main relay and the ECU. Your picture looks like that is factory wiring with no modification, so I'm guessing this is normal.
I believe the blk/wht wire in your picture is power from the ignition switch when you turn to the start position.
From previous testing, you must have a wiring issue to the ECU. Either the ECU is missing a power or ground, or the grn/blk wire is broken along the way to the ECU.
On the ECU connector, do pins 6 and 12 have a grn/blk wire based on the diagram below?
