Default 91 Accord timing belt question

I have replaced the timing and balancer belts as well as tensioners on my 91 Accord LX 2.2 liter. I have a factory manual which I followed exactly. After adjusting the tensioners I fired up the engine and noticed that the timing belt develops a fair amount of vibration flex (up to an inch) on the non tensioned side as I run the RPMs up. Is this normal ?

As long as you have all the adjustments correct and the belt is not making contact with anything you should be fine.
