Which seal are you talking about? One of the four under the timing belt or the main seal behind the flywheel?

I have been focusing on the lowest one behind the balancer. Mechanic just put timing belt and water pump on. Kinda mad cause he didnt go ahead with seals while he had it on the rack. So I pulled of all the belts and put electric impact wrench on bolt with no luck. I was going to remove balancer or pulley to see for sure it is front main lower.

It could be the balancer shaft seal. They tend to come out of the bore and Honda has a retainer to stop that. It would look like the crank seal leak until you take the timing cover off. Crank seal, cam seal or balancer shaft seal are going to be about the same as doing the Timing belt job.

You have a seal for the crank shaft which is behind the pulley at the bottom. At the top is a cam seal. Four cylinder engines over a certain size have a counter balance shaft such as your 2.2. It is in the middle left and is run by a second belt. On my 1995, Honda had a recall to replace the counter balance seal as they were coming out of the bore. They installed a retainer to keep it in. I believe on your 92 a retainer should be added if you replace the seal. It is a half moon bracket which I believe uses a bolt hole that is already on your engine. There is a tool that you use to hold the crank pulley from turning while removing the crank bolt.
