Exclamation 93 Accord no fuel pressure...replaced pump, filter, at my wits end..

One day the car just stopped and would not start again. It had low fuel, and I had run it out of gas a couple of times, after looking at the car the mechanic told me it was the fuel pump and he wanted $770 to fix it. I told him I'd tackle it on my own, I replaced the fuel pump, and still nothing was happening. Was getting no fuel to the fuel rail. I changed the filter too, filled it with gas when i installed it and the car ran for a minute off of that gas.

Then we proceeded to check everything, my friend has the same year and model so we took his fuel regulator off and swapped it, we checked for voltage in the back and made a wire jumper cable to bypass the fuel pump relay, and when I called the mechanic he told me, the fuel pump I got was probably bad too. My friend who is a mechanic told me this too and everyone else I explained my problem to said, fuel pump. Still no pressure at the front of the car at all. When you turn the key, you hear the pump spin though.

I also disconnected the fuel line at the filter and at the tank and hooked up a compressor to it to make sure there were no clogs in the line, and air came through easily. Also made sure that all the lines were connected right, and today BOUGHT another fuel pump and replaced it AGAIN. STILL the same issue, so I'm pretty sure um, its not the fuel pump and I am about at my wits end as to what is going on. If anyone has any ideas please let me know.

Also wanted to add...I bypassed the relay by connecting a jumper from pin 5 and 7 on the pump relay connector, when I switch the ignition on and read the voltage from the yellow and black wire under the back seat on the connector on the tank, it reads about 7volts...the other wire (greenish) reads normal about 12volts...the two wires that are for the fuel pump though (yellow/black) are only reading 7 volts, I believe the pump takes 12volts to run, could I possibly be onto something? ALSO the check engine light is on, and the oil light, they do not flash, but stay on solid after I turn the ignition to "on" position. I understand this may mean I have a bad ECU? Would a bad ECU mean no fuel pressure though? I'm so confused.
