Default 94 accord headlights

I have a 94 accord wagon. When I turn on the headlights there is a delay before the lights come on. It gets longer as the outside temp gets colder. Has no effect on the high beams. Any ideas? Thanks

Is the delay shorter after the interior of the car warms up?
The inside of the headlight switch has spring loaded contacts and they are packed with a grease.
So the colder and stiffer the grease is, the longer it takes for the spring loaded slider contact to conduct thru the contacts.

Thats my 'bestest' guess
