Default 94 Accord SRI Help

I am attempting to install a short ram intake on my 94 Accord. Below the stock intake tube there is a part connected via circle clamp to the intake tube itself. With the stock intake removed it is an open hole. It seems to have a flexible accordion boot that looks similar to a CV joint. The SRI cannot properly sit low enough in place for the hood to close with this piece still remaining. Does it need to be there? What is it? Can it be removed? The part is the center image in the first photograph. It is shown how it forced the pipe upward in the second image. Any help is appreciated! Thank you!

Is your car an EX? That looks like the resonator chamber, you can remove it. See this link for some instructions:
