94 accord won't rev past 2k

Are you sure that is an "8" and not a "6".

If the CEL is on, then the car will go into "limp" mode and will do just what you are describing. Need to get the code and resolve the issue.

I swapped out the tps sensor with another one and it seems to run a lot better now

Not sure how all I seen was to put a paper clip in the blue plug there's 2 blue plugs next to each other ?

It should be the one with two wires.

You want to short the plug with only two wires going to it (the other one has 3).

Well great news I registered the car and did a few test drives only to see it puffing white smoke and the oil turned out milky so I'm guessing it blew a head gasket

Ouch.....a compression and leak down should confirm. Of course if it is bad enough, pull the rad cap off when cold, start engine and look for bubbles in the coolant.
