95 Accord Electrical Problem

I have a 95 Accord EX. I am having trouble starting the car at certain times. In prolonged wet conditions, or if the car has sat idle for more than 3 or 4 days, then it is difficult to start. Under those conditions, the fuel pump may take from 5 seconds to 5 minutes to turn on, or click. I've taken it to the Honda Dealership, had the main relay replaced, I've recently had the starter replaced. I've received no solutions. Now that I know to listen for the fuel pump click it's at least a manageable condition, and I don't worry when it doesn't start right away.
One peculiar thing I noticed...the car began leaking small amounts of water at the front passenger door when it rains. This began happening at roughly the same time my issues started. The water is noticeable at the floor near the front side of the door. Could water be getting on the electrical wires/connections causing this?
