It could be your TCU, the solenoid, wiring, or internal. You'll have to test to find out.

I worked on gm and Nissan from 1983 to 1997, a scan tool would have helped a lot, what about Honda?

The 95 4-cylinder accord is obd1, so you can't use a generic obd2 scan tool on it.

I think your best bet is to back-probe the lockup solenoids with a test light. See if both light up when you get to the point where torque converter should lockup. That information will give you direction of what is next.
