As noted in the following link, if the Check Engine Light stays on after turning the key to ON, it could be a blown fuse (the ECU back-up fuse (7.5A) located in the under hood fuse/relay box), bad sensors, or the main relay.

Check the fuse first, if that is good, then try to check for trouble codes next.

If the 7.5A ECU back-up fuse is blown, you may be able to find a spare 7.5A fuse in the driver's side under dash fuse box. The attached pic. shows location where there may be spare fuses, look for a 7.5A fuse if you need it.

 

This link shows the blue service check connector to jump with a wire to retrieve any trouble codes.

Checking for OBD II trouble codes is better; but, if you don't know anyone with an OBD II reader that can come read your car, then jumping the blue service connector will suffice for now. The OBD II port for your 1996 is located behind the ash tray.

Yay its fixed it was the 7.5 fuse under driver side ty so much redbull 1 and every1 else =)

 

1996 Honda accord I have same problem pretty much turn key on and wait for check engine light to go off then I hear fuel pump and car starts right up, then some times I have to turn key on and off till check engine light goes out. Battery's good bought new cables for it. Had tune up, replaced main relay, fuel pump, fuel filter. No codes come up at all. Now I'm told it might be the fuel injected resister so got off eBay will have it put on,. Anyone have any more ideas thanks

 

Did you test the inputs/outputs to the main relay?

Begining to sound like the ecu is giving out - check car-part dot com or e-bay to price a replacement.

 

I ordered the injected resister from eBay mechanic told me if that's not my problem, then it had to be ecu . I just don't know what else to throw at it and neither does 4 mechanics. Really hate to get rid of car I've put so much in. Thanks for answering
