Default 97 Accord EX heat **** won't turn off heat completely

Heater temperature **** suddenly stopped turning the heat all the way off. The "hot" two-thirds of the adjustment seems to work as before, but the "cold" third of the adjustment no longer feels the same way and warm air comes out. A local mechanic took a look but needs to spend "2 days" diagnosing the problem. He cable tied the warm air door shut in the meantime so the car is driveable. The service writer at a local Honda dealer says they need 3 or 4 hours (at $99/hr) to diagnose. Could this be a cable issue (binding or broken attachment) and if so how do you get at it?

Check the heater valve first, it may be a misadjusted heater valve cable, a stripped valve or both. Disconnect the heater valve cable and check the heater valve arm for looseness. If the stem screw is loose or the arm has any play, you found a likely cause for the problem. A heater valve in this conditions is usually considered irreparable, so replacement would be necessary.

See this for adjustment of heater valve cable:

Don't forget my friend, sometimes the ***** on these 5th gens gets a crack on the shaft.....but the blend door also is a "common issue". Just adding an additional check.
