97 Accord Speedometer issue

97 Accord Speedometer issue
I have a 97 Accord EX 4cyl automatic. The speedometer jumps up to 20 mph as soon as I turn the on the key. When I drive the car, the speedo is way off. I am assuming by the same 20mph. What is causing this and how do I fix it?

From your description, I would think the speedometer movement (guage in instrument panel) is faulty. I doubt repair is feasible. It might be worth "thumping" the face of the instrument panel vigorously. If that doesn't help,a used instrument panel is best fix. You'll need to record old odometer and replacement odometer mileage readings when you swap, in case you sell car in future.
I assume that speedometer movement is smooth and continuous, not bouncing up/down and you have no Check Engine Light or D4 light flashing. If any of above is the case, then Vehicle Speed Sensor could be the problem.
