Default 97 Accord won't rev past 5500 rpm

1997 Honda Accord SE with a JDM F23 VTEC swap. Running the P0H-L51 ecu. Engine seems to lose all power at about 4500 then acts like there's a rev limiter at 5500. No CELs! VTEC is not engaging I don't think. Any thoughts?

is it a fuel cut limit? if your vtec isn't engaging then I would start at the solenoid then the electronics

When you hit about 5500 it sputters and acts like it just can't go anymore, I'm not sure what you mean by fuel cut.

fuel cut is like a red line limit. like bammmMMbammmmbammmm... it revs hard till it hits then it cuts falls and revs again till it hits

or does it just "run out of steam"

It doesn't do that it's more like waaaaaaaaaaWAWAWAWAWA. It stays there as long as you hold the gas down. I guess you can say it runs out of steam.

I'll try and get a video!

IMO I think you're dealing with 2 issues, sounds like you are running out of fuel and you vtec solenoid isn't functioning correctly. Could be electrical could be clogged.

he says it looses power at 4k (probably due to no vtec) then it wont rev past 5.5k, standard rev cut is at 6.25k

Check for codes. Just because the check engine light isn't on, doesn't mean there aren't codes in there.

Exactly. I'm having the shop that swapped the engine for me troubleshoot all this. They are claiming that the solenoid and oil switch are both installed correctly, if that is true, is beyond my knowledge.
