Default 98 accord lx emergency fuel shut off

Where is the reset for the emergency fuel shut off valve? My wife's car. We bought used two months ago. Drove it tuesday, all ok! Wednesday, sat all day, 20 degrees, 4 in of snow. Thursdsay AM, won't start, engine cranks, won't fire. I can hear the fuel pump run, have spark at plugs. Tried starting fluid. Smart brother in law (he really is) suggested that the emergency fuel shut off valve might need to be reset Does this sound right and if so where is it?

I don't believe there is one. Unless you're not in USA & maybe that's required over there?

Since the starting fluid didn't work, my guess is you don't have spark. I would start troubleshooting for why no spark.
