Default 98 V6 woun't Start.

Last week, I tried to start my car in the fidget temperatures (-15F) with no luck. I assumed it just the cold, and tried again when it was the mid 40s (Weather near Boston is crazy). No luck.
I knew the battery was getting old, so I replaced it and made sure the terminals were tight.

Still won't start. It tries to tun over and it sounds like it's close but it can't.

All the lights are normal and at one point I got it kind of started where it was vibrating, really bad.

I hear a sound when I turn the key on "on" and I think it's the fuel pump.

I pulled out two of the spark plugs and the look fine.

Anyone have any thoughts?

Thanks

Are the tune up items up to date?

Next, you need to verify the fuel pump is running for ~3 seconds when the key is turned to "on"/pos II. I then test for spark at the plugs.
