Welcome to HAF.

A 99 with a stick, I can assume it is a 4 cyl.

Are the tune up items up to date. Are there any stored codes, many parts stores will scan for these for free - outside of CA.

An issue that shows up "every now and then" is hard to figure out - testing when everything works leads to nothing. If you can, get into a habit of turning the key to "on"/pos II and listen for the fuel pump to prime - about a 2~3 "buzz/humm" from the pump - then turn the key to start.

Thank you very much for the reply. Yes I gave it a full tune up a month ago. New cap, rotor, plugs, an wires. An I will do that with the key on to prime the pump. An see what happens.
