99 accord ex horn not working
My horn has never worked and I have never cared to troubleshoot this until now!!
also my console lights at night dont work where the drive neutral and park shifter is they use to work along with the clock light is no longer working at night

These problems could be related, but I would tackle them one at a time.
The clock backlight bulb is a common failure on those cars. Pretty simple DIY. There is a video on YouTube showing how to do this. See: youtube.com/watch?v=MyjDCdK-kjo
The shifter light could also be a blown out bulb. You will have to pull the center console to inspect.
I would look in the owner's manual for the fuse that is labeled horn and check that fuse. Also, try to find the horn relay, and switch it with an identical relay in the fuse box (if there is one). See if the horn works. Get a new horn relay if it works.
For further tests, you will need a volt meter. Unplug the electrical connector on the horn that is bolted to the radiator support. Have someone push the horn on the steering wheel and see if you have 12V across that connector to the horn.
