Default AC/ Heat not working

I have a 08 Honda Accord . Heat and AC is not working . Driver side radiator fan not turning on , passenger radiator fan IS on. AC light does turn on and off. When switching temp from hot to cold I hear what sounds like a fan trying to Engage. But nothing . If I am driving fast I can feel little heat or air , but otherwise nothing. Have replaced blower motor and fuses under hood to no prevail. Don’t know if this anything to do with it, but I jump started my wife’s daycare little bus. If anyone has any ideas of what I should try next .. I would greatly appreciate it.

Moved your post to a new thread. 2 problems on one thread is confusing.

What do you mean by a/c and heat are not working? Is the interior fan not pushing air through the vents?

Is the blower under the glove box not turning on and blowing air of any temperature through the vents?

What trim level is this? You can check for HVAC trouble codes by following certain procedures with the HVAC controls depending on the type of system.

A dying or dead mode control motor may be the cause.

yes . I replaced it. I just replaced radiator fans to no prevail. I tested fans by connecting them to battery , both turned on with direct jump . But passenger did not come on without direct jump a cables to battery . Was told that mean fan needed replaced . Still won’t come on if I do not directly connect to battery. Wiring issue or something else
