Have you checked fuse 8 in under-dash fuse box? This provides power to the ac compressor relay and on to compressor.
If you confirm power to the ac relay through fuse 8, then ECU is only thing that could prevent compressor from engaging.
Since both cooling fans are engaging, this indicates the ground path through AC switch and blower switch is good. This should tell ECU to enable compressor. If ECU is not providing ground, it may be damaged, even though car starts fine.
