Default Boo body kits and hacked wiring.

I have a 97 accord coupe which the previous owner slapped a body kit and $40 ebay coils on. (zip ties, red electrical tape, duct tape, the whole 9 yards) Needless to say, I replacedwith oem bumpers. Turns out he wired the front bumper blinkers up to the corner lenses and clipped the original corner wiring right out. I repaired all the wiring and just had one quick question...

When the turn signal activates, should one of the bulbs in the corner lense alternate with the bumper blinker? As it stands, the two corner bulbs are only on when the headlights are on and do not flash with the blinker on.Should be an easy answer for any 94-97 accord owner. Thanks.

Iassumed that they would as well. Without the two alternating, alot of other vehicles won't be able to tell my turn signal was even on. I'm confused here..
