By this quote don't you mean the brake master cylinder? Ididn't think the ABS not functioning could cause the pedal to sink to the floor.There are plenty of 5th gen accords out there with ABS lights on that the ABS doesn't work. The ABS modulator runs around $1,000 for a new unit!

however, it is possible for the modulator to affect the brake master cylinder on all 98-07 accords. there is a bulletin on 03-07 accords, but since it's so rare on 98-02 it's just something to keep an eye out for.
