a/c blower not working...$1400???

Took my 03 accord EX with nav/climate control to the dealer because the a/c blower will not come on. I had the problem before and changed the resistor myself for only $80. I tried this again, and it worked for less than a day. This time I took it to the dealer. They just told me that the hvac control panel needs to be replaced. It will cost over $1400 which breaks down to $645 for parts and 7 hours labor for $770. They said they need to order the two parts. (3918SDAA41ZA for $447.98 and 39172SDAA41 for $148.07) Does this sound right and how can I find a better deal? I can't find these parts online, but I think I should be able to find them cheaper and a shop to do the work for less than $770 labor. Please help. Thanks.
Honda uses dashes in their OEM part numbers. Here are the numbers:
39183-SDA-A41ZA
39172-SDA-A41

You can probably pick these up from a junkyard for much less money an install them yourself.
Pick up a Haynes manual for around $20 that has basic instructions to remove the center console. A shop manual has more information but is more expensive.
