1999 Accord.Sometimes the A/C power button lights up and a/c works. Other times it wont light up when button is pushed and a/c whole control wont run. None of the other functions will work either. Do you think replacing the whole control panal is the way to go or are there other possibilities for this problem? Thank you.

Replacing the whole panel is an expensive way to diagnose. What if the problem is a loose connection in the wiring harness? Pull out the panel & look at the wiring first.
