Jumping those terminals will work as a temporary fix. You should also try having someone hold the key in the start positon and hit the starter on the cap near those terminals. That usually is a tell tale sign that the solenoid is making contact.

The starter solenoid has a rod that pushes a spring that has a little steel ball at the end. You don't want to loose that steel ball, so keep the cover pointed up when you are pulling out the solenoid. It maybe took me 15 min to replace. When I removed one of the contacts, there was a thin sheet of metal that sits behind one of the contacts. Just take notice when pulling out the contacts that the piece isn't stuck to the connector.

So after spending several hour on saturday troubleshooting I determined that both the starter and solenoid were fine; however for some reason I was only getting about 25 mV at the solenoid. I checked everything over and over and finally after deciding to check one more time, I realized that the ignition cable going into the under the dash fuse box had become loose. I soldered it back into the harness and everything is fine. Thanks a lot for everyone's help!

I have a 91 that had these exact same sypmtoms and was fixed by replacing the under-dash ignition bundle. The problem now is that is seems to re-occur once every 6 months or so requiring replacement all over to solve the problem. Does anyone else have this issue or know what would cause that igintion cable/switch to go bad?
