Car overheating?

Car overheating?
My 98 Honda Accord EX temperature gauge is saying it's getting hot, but my overfill tank is at it's normal level.
This temperature gauge sometimes stays stuck on the bottom, and then jumps to the normal temperature, and if my car stays idle it begins to rise to hot and very hot.
If the overfill tank is at the normal level, doesn't this mean the radiator is full?
The radiator was replaced several months ago, so it's hard to suspect the radiator. Before replacing, the radiator would leak and that was fixed.
This car is going on 300K miles. I've already replaced several hoses in that area of the radiator.
Thanks,

I would not assume the level of coolant by looking at the level of over flow bottle. It is possible that the cap is not functioning properly. It is possible there is a break on the hose between the bottle and the radiator.
I would check the coolant level within the cooling system by opening the radiator cap while the engine is cold.
