Question Ce1 Accord Problems

1994 Honda accord ex (f22b1 engine) giving me a code 9 which is a No.1 cylinder position sensor, it makes it hard to start up sometimes (cranks forever and feels like misfire for first couple seconds) and it idles low maybe around 100-200 ish rpms I've had this problem since I bought the car also just had the old motor seize up so I swapped a new/used motor into it and it still is throwing the code 9 and rough start I replaced the dizzy with a cheap eBay one on the old motor when I first bought the car, and it might've helped for a little bit but it seams like its getting worse, also I pulled spark plug wires 2 and 3 at the same time and the idle did not change at all I'm not to sure on what to do. I don't want to spend money on random parts I don't know would fix it or not. I was thinking either a new dizzy or a new ECU.

Were you getting a code 9 with the old distributor and with the ebay distributor?

Yes both distributors have been throwing the code, and a little while back sometimes it wouldn't throw a code at all but it seams more consistent now.
