cel o2 sensor 94 accord lx

it popped up with .003 for the resistance. could i just put some sort of resistor in line?

sorry different multimeter than i am used to. its right around 106.3

Usually a bad sensor heater will go to open-circuit. But still, 100 ohms will probably set off the CEL. That's a serious increase in resistance (assuming you measured it right) and probably it'll completely fail before too long.

Sure, the way to fix it is to get a new sensor. You really can't open the sensor & mess with its heating element, without destroying the sensor.
