Default Cooling fan fuse keeps blowing out

I have a 4 cyl auto 94 accord...I tested the fans motor and it works.

Is the fuse blowing immediately or when the fans turn on?

Unplug the electrical connector to the fan that keeps having a blown fuse. When the car gets warm enough where the other fan turns on, check the fuse. If the fuse doesn't blow, then I would replace the fan motor. It could be drawing too much current.
