Cooling Fans Issue
On my 97 Accord 4 cyl, the temp gauge never goes above halfway (like a 1/4 distance mark) between the cold mark and the middle of the temp gauge. And that's with the AC turned off, or with it turned on. My 99 Accord 4 cyl is the same way...never going more than half way to the half way mark.
Well, then your temp gauge is reading correctly. You just need to replace a sensor or 2 to get the fans to operate when called for.
Ok so update. Since my a/c compressor was BAD, I installed a new one. Evac system, oils, added freon. ( I had just been running with the heater on low to keep fans moving )
So when I turn on the a/c (greens lights across the controls) the a/c fan and rad fan works, but it sounds like the fans are "pulsing" with power.. and it seems like there is a hell of a load on the engine

I may just cut every dang wire under there and have both fans wired to an Ignition ON source and have them both running all the time the key is on. Do away with the switches and sensors... Would that be okay?

This might be the AC compressor kicking on and off. On my 99, I can hear the idle dip when that happens. I've never checked the voltage to see if the draw of the compressor drops the voltage. But, if you have a marginal output on your alternator, it could do what you're experiencing.
Was reading through this post, since it is getting long.
On the raditor fan relay, where you have no power on the blu/blk wire. What is happening at the other 3 wires to that relay?
For the current issue, what the battery voltage across the posts with the engine shut off? Also the voltage with the engine running?

I completely forgot about all of this. Wife drove the car, said she put it in park and engine idle surged. No check engine lights or anything. Figured dirty iac. So I went to swap cars with her. Drove car about 10 miles, pulled up into my drive, temp was normal. Put the car in park and top radiator hose blew off and car temp went straight to hot. I shut off engine, turned key back to on and turned heater on. No fans came on. Turned to ac, No fans came on . Ugh
