Default Cooling Fans not coming on

I need some help. My fuse is OK and my relay is OK. I am not sure where to jump the relay so I can make sure though. I switched it with the AC relay (same relay) and the compressor came on so I don't think that is it. Any other ideas?

Lets start with a few things.

What year and engine is this car?

BOTH fans will never come on?

Does that AC work in this car?

I guess that was not very smart of me to mention what my car is. 1995 Accord LX 4 cyl 16 valve

Neither fan comes on after the engine warms up. The AC comes on but I did not check to see if the fans come on when the compressor starts. I have the EGR off right now so when I get it back on I will find out. I read some other threads that were similar. The bottom hose stays cool as the top one gets hot. Is my thermostat dead? Or is it the green temperature switch connected to the bottom hose possibly?

I would unplug each fan. Start the engine and turn on the a/c. Use a volt meter to measure the voltage at each fan's electrical connector. Both should have 12V.

Specifically you need to state if ac is actually working, just because the light comes on doesn't mean it's working.

If the lower radiator hose stays cold when the car starts to overheat then the thermostat is likely bad. Replace with only a Honda thermostat as the aftermarket ones do not have a failsafe mechanism for when it goes bad. If the thermostat is bad it will also not allow the fans to come on.
