Default D4 light on, no start

Hey all,
I have a 2001 accord lx. The battery was taken out about 8 to ten years ago and it's just been sitting since. It had the transmission replacement with a rebuilt one before that time by a near by shop. When we got the car back the transmission worked ok go about a month then it started shifting only into first gear and sometimes second. When it shift into second it would jerk hard then shift. It wouldn't go into any other gears.
we took it back to the shop and had it replaced with another rebuilt one. A few days later it did the same thing.
It went to another shop where it was abused and had parts stolen off of it one of which was the battery. So we had it towed home where it's been sitting ever since.
This weekend I installed a new battery and tried to start it. It wouldn't turn over and the D4 light was blinking. I checked the three transmission solenoids and all three seemed to be working. I noticed the starter and the shift solenoid weren't connected. So after reconnecting then I tried to start the car again. This time the D4 light just stayed on and again no start. I checked the fuses and they seemed to be ok. Also the key fobs won't work either. Can having the battery out of the car cause a need for the ECU to be reprogramed to the key again? Any ideas or information would really be appreciated. Thanks all

What do you mean by no-start? Is this a crank/no-start where the starter motor spins the engine? Or no-crank/no-start, where the starter motor doesn't spin the engine?

It doesn't do anything. The lights on the dash come on but the engine doesn't even crank.

From your picture, the starter won't engage unless the shifter is detected in P or N. Does the gear on the cluster change when you turn the key to the II position and try to move the shifter into different gears?

No it won't go into gear unless I stick something into the shift lock. Then it will Manuel go into drive neutral etc but it still won't start

I was asking if the cluster indicator shows the change is gear selector when you use your key in the shift lock release with the key in the II position.

Also, do your brake lights work?

When I unlock the gear shifter and go through the gears the D4 stays lit the dash doesn't show any gear changes. The brake lights come on when I step on the brakes

The transmission range switch is on the passenger side of the transmission housing. The shift cable connects to it. Make sure the electrical connector is plugged in and the shift cable is connected.

You may want to get the 98-02 shop manual for your accord. You can purchase one from automanualsource.com for ~$22 and download immediately as a pdf. It is definitely worth the investment for DIY work.

I'll do that. Thank you. Do I have to get under the car to check that plug?

It is hard to tell from the picture. It is in the general area below the battery. You will defintely have to pull the battery and probably the battery tray to see if you can access from the top.
