1998 Honda Accord EXV6 - When braking or accelerating, all my dash lights will flicker on and off for approx. 3-5 sec. Is this a short in something? It alarmed me at first, but now it has done it for the past 3-4 mo with no affect on the engine at all.

 

If you mean all the illumination lighting goes off, I would suspect a fault in the dashlights brightness controller. You might try adjusting lighting level to a different level. It could be a bad spot in potentiometer strip, or faulty controller. You can test by jumpering (red to blk on 94 Accord) to ground around the controller (dash lights will be full bright). A shop manual should be used to guide removal of brightness controller and jumper path.

Actually it is all the engine warning lights, not the illumination lights. they all flash on and off at random intervals when the front end dives or rises...

 

Extremely unlikely that "all dash lights" could go on at same time since they don't share common ground circuits (all are actuated by ground on/off control). Only way this could happen would be some type of short across multiple wires or circuits of the instrument panel board.

Perhaps if you identify which exactly which lights are flashing on, it would may be possible to suggest a more likely fault.
