Default EGR Vacuum Readings

I have been troubleshooting a possible EGR issue. The dealer said the readings were not correct at 40MPH. I should have asked more questions, but they assumed at the time the ports were clogged.

The ports were not clogged and I replaced the EGR valve and the car runs the same. Rather than talk about performance symptoms, I would love to hear expected specs for the EGR system in relation to enging vacuum. I suspect my EGR solenoid may be sick.

My new EGR valve is from Autozone. It takes about 5 in HG to open fully.
The vacuum line to the solenoid has a pretty healthy 20in HG.

I put the vacuum gauge in between the solenoid and EGR valve.

At idle and when decelerating the vacuum was always 0.
When mildly accelerating with the engine warm, the vac went from 0 to 2.5 or 3 in HG.
When cruising, the vac was about 2 in HG.
When stoping on the gas, the vacuum reading went back to 0.

This would be pretty consistent, but then I would get readings of 0 for a little while crusing on the highway at 70, the reading would be zero and then it would increase to 2.5 or 3. At times in normal city driving it would drop to 0 and then show a reading a minute later.
