The 'clockspring' is a cable reel that provides electrical connections to the steering wheel as you turn it to steer. Anything attached to the steering wheel is connected thru the clockspring. If there's an airbag in the wheel hub, and/or controls for cruise control & horn, etc. Your '90 might not even have an airbag? Newer cars have stereo controls on the steering wheel, stuff like that.

Ok, so I finally had some time to figure this problem out. After reading the wiring diagram, I traced the signal wires. What I found was a loose/dirty ground bracket. It appears that my car was previously in an accident and someone tried to weld the area back together but left the conection loose. So I cleaned it, and tightened it back up, and problem solved! So if anyone else experiances this problem, I suggest looking there first. The bracket is located on the driverside next to the windshield washer fill tube.
