How is the engine running? Will the engine go past 5K?
Your problem could be the ignition control module (ICM), the wiring, or the tachometer. The easiest step to try first is what I posted before about checking the connections/wiring to the ICM.

You can buy a timing belt kit on ebay for $115 (see link below). Kit is complete except for rear balance shaft cover oring (from Honda). Labor will be 5-6 hrs at shop rates. If you diy, you save the labor.

Why transplant an engine of dubious origin for a known good engine?
I have no idea what "shaving the gears" means.
If AC is original, the expansion valve orings are likely leaking and possibly compressor shaft seal (look for ring of oil/dirt around compressor clutch).

That kit is complete w/ exception previously noted.
Replacing camshaft, crankshaft, and forward balance shaft seals is optional IMO. I would only replace them if they are leaking. I've seen forward balance shaft leak before, but never a crankshaft or camshaft seal.
Best bet for restoring tachometer is to remove the instrument panel and have repaired by a shop,... or live w/o a tach. It's not an essential gauge.
