my opinion is biased, but F22 all the way.
If you don't want to build a motor, the F22 is much better for turbo. Lower compression, iron sleeves, etc... you could probably boost 9 psi (safely as a daily driver) with no problems with the right fuel setup on stock internals.
H22 is much better off NA, but it can be turbo'd. And sure, it'll be more powerful, but without investing some serious $$$ in the motor, it's not going to last like the F.
I bought a 2nd F to build for turbo (15+ psi) and it cost me $100 for the motor. Try finding an H for that price!
