Fan Runs After Car Is Turned Off

As far as I know, there are only two fan speeds, off and on.

What, why?
I live on short steep uphill and lots of times my '92 fan will start running about the time I get to the top of the hill.
So I let the car idle before I turn it off so the water circulates through the radiator where the fan can cool it down.
Problem solved by operator / my own behavior at no cost. Let your car idle before turning it off.
