Default Fuel delivery problems. Moved To Here!

I have a 97 Honda accord LX with a f22b2 4 cylinder, automatic. The car wont start. I've done the obd2 test, and no faults detected. I have tested fuel pump (it's good), I have spark and compression. I only have 2 volts at the injectors on all 4cylinders. So my question is, what powers/controls the injectors.

The main fuel relay powers the injectors.

Download a 94 shop manual from online manuals thread in the DIY section to see a wiring diagram.
