Default Fuel Gauge Issue

So my fuel gauge or low fuel light do not show how much gas I have, or turn on when fuel is low.

But:...

1) I have tested the fuel sending unit and it tests to the standards of resistance listed in the shop manual, and have confirmed and tried with a second fuel sending uint...

2) I have confirmed 7.22 v on the white/yellow lead as indicated in the manual

3) I have confirmed the ground is good

4) bridging the ground and green (fuel light) leads turns on the fuel light

5) bridging the ground and the white/yellow starts to bring up the fuel guage

However when I have the fuel sending unit plugged in I cant get any readings on the fuel gauge nor the fuel light.

I am going to check the connections again but I wanted to post here to see if there is issue that I may not know about or that wouldn't be covered in the shop manual?

Are you sure about the 7.22V? I am almost positive you should have 12V.
